Innovation Project by CEP Group Recognized as III-grade Technological Achievement

The fourth China National Quality Innovation Contest wrapped up in Hangzhou, Zhejiang Province, on July 25. The research project of Quality Management Based on Analytic Hierarchy Process and Management Items Structural Analysis on the Production Drawing Design for Power Generation Projects through Refuse Incineration by China Environmental Protection (CEP) Group was recognized as the III-grade technological achievement in the Quality Innovation Contest.

Hosted by the China Association for Quality, the contest attracted over 1,000 projects of quality or standard innovation in terms of new technologies, products, services or management across more than 20 sectors like power generation, aerospace, pharmaceutics, petroleum, construction, food and telecommunications in 19 provinces, autonomous regions and municipalities under the direct administration of the central authorities. 

Targeting frequent problems in production drawing design management, such as unclearly defined powers and responsibilities, inefficiency in resources allocation, and difficulties in risk control, the project looks into contributing factors that adversely affect the quality of production drawing design for power generation projects through refuse incineration with both quantitative and qualitative methods, and accordingly proposes key points in management and a systematic and sound management system. First, the project uses six indicators of manpower, machine, material, method, environment and measurement in total quality management (TQM) to screen factors affecting the design quality of production drawings for power generation through refuse incineration projects. Then, it gives each affecting factor a particular weigh and ranks them by using analytic hierarchy process and carries out consistency check. Finally, based on the affecting factors, the project uses the Management Items Structural Analysis independently developed by the company to analyze each implementation plan for the management items relating to the design quality of the production drawing. Integrating TQM, analytic hierarchy process and management items structural analysis, the project clearly defines major factors affecting the quality management on production drawing design, and compares the management item structure with the management blueprint for analysis and constant improvement to satisfy the demands brought by business diversity and dynamic adjustments in real management.
