CECEP Launches New Model for Consulting Services on Soil Pollution Prevention and Control

On February 28, CECEP Zhongzi Environmental Management Investment Co., Ltd. won the bidding for consulting services for a soil pollution prevention and treatment project in Hechi City, Guangxi Zhuang Autonomous Region. This marks CECEP’s successful entry into the consultation business for soil pollution prevention and remediation.

According to surveys on soil pollution in China and considering various factors such as regional conditions, pollution types, current situations and attitudes of local governments, in 2014 the Ministry of Environmental Protection chose six pilots to start a program to prevent and treat soil pollution, with focus on prevention at the source of pollution, risk control, treatment and rehabilitation, and supervision capacity building. This program was later included in China’s 13th Five-Year Plan (2016-20) for Environmental Protection and Soil Pollution Action Plan.

Hechi is among the six pilots to first implement this program. Based on its experience in preventing and treating heavy metal contamination, the city decided to contract consulting services to competitive companies to ensure effective prevention and remediation of soil pollution in the region.

Tapping into the advantages of CECEP and China International Engineering Consulting Corporation in talent, technology, capital and policy, CECEP Zhongzi Environmental Management Investment Co., Ltd. assisted Hechi government in formulating localized plans for soil pollution prevention and treatment. Their implementation will change the conventional management model of soil pollution prevention and treatment in China, innovating fund allocation, risk control, project implementation, operation and supervision mechanisms, and reducing rehabilitation costs. It is expected to significantly boost CECEP’s standing in the area of soil pollution prevention and treatment.
